What does IPSO founder Lord Black really think of the PCC?

In 2003 Speaking to MPs on the DCMS select committee, Lord Black said:

‘I am very proud of the service that the PCC offers to ordinary members of the public and public figures alike. I am very proud of what the Code has achieved, and I think we ought to take the opportunity once a year to be able to trumpet that.’

In 2012Speaking before the Leveson Inquiry, the same Lord Black said:

‘The evidence submitted throughout the Inquiry into Press Standards has made clear that the Press Complaints Commission ultimately failed.’

In 2014And speaking to the London Press Club last week, the very same Lord Black said:

'Come what may, the Press Complaints Commission, which has done such a brilliant job over 20 years, will cease its services in the near future . . .’

He gave a great deal of evidence to the Leveson Inquiry. How much of it does he now stand by?
